Friday, March 21. 2008Moreno Valley - "Minor Decoy"
The Moreno Valley Police Department's Problem Oriented Policing (POP) Team just completed a "Minor Decoy" operation. This operation ran from 1800 hours through 2359 hours, on March 20, 2008. The purpose of this operation was to check whether businesses licensed to sell alcoholic beverages were selling alcoholic beverages to minors. The POP Team conducted this operation throughout the City of Moreno Valley.
During the six hour operation, seven businesses were checked for compliance. Out of the seven businesses, three of them sold alcoholic beverages to the minor decoys. The businesses cited for selling an alcoholic beverage to a minor were: Joes Italian Restaurant - 22308 Alessandro Blvd., Moreno Valley Chuck E' Cheese's Pizza - 23160 Sunnymead Blvd., Moreno Valley Wingstop - 24825 Alessandro Blvd., Moreno Valley The remaining four businesses that were found to be in compliance should be commended for their diligence in ensuring their establishments do not sell alcohol to minors. Thursday, March 20. 2008Norco - Sobriety/Driver's License Checkpoint
The Norco Office of the Riverside County Sheriff's Department and Norco Citizen's Patrol conducted a Sobriety/Driver's License Safety Checkpoint on March 15, 2008. The checkpoint began at 8:00 p.m., ending on March 16, 2008, at 3:00 a.m. The checkpoint was located on Hamner Avenue, north of First Street, in the City of Norco. The California Office of Traffic Safety through the National Highway Traffic Safety Administration has provided grant funding for sobriety checkpoints to be conducted by local law enforcement agencies throughout the state to combat the increase in collisions involving impaired drivers.
Due to rain and wind, the checkpoint was stopped shortly after initiation. Deputies were assigned to two-person saturation patrols throughout the city. A total of 28 vehicles were stopped with all drivers being screened. Eighteen (18) drivers were given Field Sobriety Tests which resulted in four (4) drivers being arrested for driving under the influence of an alcoholic beverage and/or drugs. A total of eleven (11) drivers were issued citations. Additionally two (2) subjects were arrested for public intoxication; one (1) driver was arrested for possession of several types of control substances and one (1) was arrested for Assault with a Deadly weapon (vehicle) during the saturation patrol. Wednesday, March 19. 2008Murrieta Woman Arrested in Connection With Moreno Valley Murder
Details: On Tuesday, March 18, 2008, about 11:28 AM, officers from the Moreno Valley Police Department responded to an assault with a deadly weapon call. Officers located a white male adult, who was suffering from an unknown type injury, on the front porch of the location.
The victim, who was later identified as Daniel Baker (age 47 of Moreno Valley), was transported to the Riverside Community Hospital where he later succumbed to his injuries about 12:30 PM. After further examination, the injuries were later found to have been caused by blunt force trauma. The Riverside County Sheriff's Department Central Homicide Unit responded and assumed the investigation. During the course of the investigation, the Central Homicide Unit was able to identify and locate two suspects in relations to the murder. Matthew Smith (age 26 of Moreno Valley) and Helena Vargas (age 24 of Murrieta) were arrested and booked into the Robert Presley Detention Center for Homicide. Canyon Lake - DUI Checkpoint
The City of Canyon Lake and the Riverside County Sheriff's Department have conducted DUI/ Safety Checkpoints in the past year. The primary purpose for these checkpoints is to educate the public regarding many safety issues related to driving.
The operation is conducted on a major street within the city. In previous checkpoints, we have checked vehicles on the 30500 block of Railroad Canyon Road. The flow of traffic is reduced to one lane in order to safely screen drivers of each vehicle. Each driver is asked to present a driver's license. Upon presentation of the driver's license, an experienced deputy evaluates the condition of the driver to determine if the driver is under the influence of alcohol and/or drugs. The evaluation takes place when the driver's license is being checked. This also involves ensuring the license is valid and current. The average screening lasts about ten to twenty seconds. If a driver exhibits the symptoms of being under the influence of alcohol and/or drugs, the driver will be directed to a designated area where the driver can be safely evaluated. An experienced deputy sheriff also conducts the second evaluation. Seatbelt and child seat violations are also checked. Each passenger is visually screened to determine that the appropriate safety restraints are being worn as required by state law. Unfortunately, many people are not familiar with the child seat law requirements. The old child seat restrictions required that a child who weighed less that forty pounds and/or was less than four years in age must be seated in appropriate child seats or booster safety seats. Beginning January 1, 2002, the child seat law changed. The new child seat restrictions apply to any child that weighs less than sixty pounds and/or is less than six years old -- they must be seated in the appropriate child seat or booster safety seat. Tuesday, March 18. 2008Unidentified Hiker Found Dead Near Rancho Mirage
Details: On 03-17-08, at about 8:00 a.m., Cathedral City Police Department received a call from local hikers regarding a possible unattended death in the canyons southeast of the city limits. Officers responded and determined the area was in the mountainous area of Rancho Mirage known as the Big Horn Sheep Reserve.
Rancho Mirage Police Department received the call about 10:20 a.m. and responded to the scene. A preliminary investigation determined the unknown hiker appeared to have died of natural causes. Due to the terrain, the Riverside County Desert Search and Rescue team and the Sheriff's Aviation Unit were called out to recover the body. The volunteer group responded and hiked into the canyons and climbed up about 75 feet where the body was located. The Sheriff's helicopter airlifted the body out where the Coroner's office could examine the body. At this time the hiker has not been identified. The hiker was a White male between the age of 40 and 50 years old. He is about 5'9" and approximately 170 to 180 pounds. He was wearing a sweat suit and hiking shoes. The Riverside County Desert Search and Rescue Team wants to remind the public that hiking is an educational and enjoyable hobby. However, it can also be dangerous if not adequately equipped or prepared. Every hiker should be equipped with 10 essential items; Map, Compass, water, food, raingear and extra clothes, fire starter and matches, first aid kit, knife, flashlight and sunscreen. Always tell someone where you are going and when you plan to be back. Stay on the trail, going cross-country in nothing but trouble. If you get lost or into trouble, stop and stay put. Don't rely on cell phones-some areas have poor coverage. Some trails may have been washed out or overgrown with the recent rainfall. Plan your hike and hike your plan. Report Drunk Driving Call 911
The Moreno Valley Police Department has just completed another DUI / CDL SAFETY CHECKPOINT. This operation ran from 1800 hours through midnight. The checkpoint was located on Perris Blvd. south of the intersection of Bay Ave. The primary goal of the checkpoint was to screen for DUI drivers as well as unlicensed or suspended drivers. This was in response to collisions involving unlicensed, suspended and DUI drivers. Checkpoints at various times throughout the year are conducted to reduce drunk driving, and apprehend drivers with suspended and/or revoked licenses. A total of 1342 cars passed through the checkpoint. 78 drivers were issued citations and 78 vehicles were impounded. The majority of these citations and impounds were for suspended or unlicensed drivers. In addition, 2 felony warrants were served, and 1 misdemeanor warrant was served. A total of 3 field sobriety tests were conducted. Drunk driving is a major cause of fatal and injury collisions each year. We are seeking your assistance in saving lives. During the course of the investigation it was determined that a White male suspect forced entry into the residence by kicking the front door. The suspect took an undisclosed amount of money from the victims at gunpoint, and fled the scene. No one was physically injured during the robbery. The suspect is described as a White male adult, 5'7", 180, wearing a ski mask, a dark blue hooded sweatshirt, and baggie jean pants. Investigators from the Indio Sheriff's Station responded to the location and assumed the investigation. Friday, March 14. 2008Moreno Valley - Rent Skimming Arrests
On February 22, 2008, a woman answered an on-line classified advertisement for the rental of a single family home located in the city of Moreno Valley. The woman spoke with a man who held himself out to be the owner of the residence. They arranged to meet at the property so that she could tour the house.
The man and an associate met the woman at the residence where she was given a tour of the vacant home. The woman subsequently agreed to rent the home and paid the men the first month's rent in cash. The next day, as the woman was moving in, she discovered that she had been swindled. The men, who had rented the home to her, did not own it and were not known to the true property owner. The Moreno Valley Police Department was contacted and detectives were assigned to investigate the case. The detectives identified two suspects; Ronnie Albert Adams, 27, and Ricky Tom, 19, who were both arrested and booked at the Robert Presley Detention Center on charges of conspiracy and theft by false pretenses. The stolen money was recovered and returned to the victim. Detectives are attempting to determine whether the suspects are involved in any similar crimes in the area. Details: On Wednesday, March 12, 2008, the Temecula Police Department's School Resource Officer Team in conjunction with the State Department of Alcoholic Beverage Control agents utilized teenage decoys to solicit the purchase of alcohol products at several retail establishments in the City of Temecula.
The officers and teenage decoys went to 12 locations to conduct compliance checks. One locations sold alcohol to the decoy. The minor decoy was able to purchase alcohol from the following locations: Hardhat Sport Grill 27713 Jefferson Ave. Temecula The employee who sold the alcoholic beverage to the minor face fines and or community service. In addition the Department of Alcoholic Beverage Control will take administrative action against the business's liquor license that may include a fine, a suspension of the liquor license or the permanent revocation of the license We would like to again thank the merchants of our City who did not sell alcoholic beverages to the minors. The first incident was reported about 3:22 PM in the area Cantebury Court and Flag Way. A 13 year old female juvenile was walking home when a male driving a white van stopped near her. The male threatened to shoot the victim if she did not get into his van. The victim ran away and called dispatch. Officers found the juvenile victim and started checking the area for the suspect. While officers and the Riverside County Sheriff's Air Unit checked the area for the suspect's white van, a second incident was reported about 3:48 PM, near Vintage Hills Elementary School. The second incident also involved a white male suspect driving a white van. The male stopped near an 11 year old female and he told her to get into his van several times. The victim got scared and walked away toward her father's nearby truck. The victim's father approached the white van and talked to the male suspect. The suspect started to drive away and the victim's father was able to write down the van's license plate. Officers were able to locate the suspect's van which was found parked at the suspect's home located in the 43000 block of Sereno Dr, Temecula. The suspect Clifford Alvarez (age 41) was identified by the victims and witness and he was arrested for two counts of attempted kidnapping and one count of criminal threats. Murrieta - Two Recent Incidents of Child Annoyance

The vehicle was last seen in the area 1 hour earlier. The driver, identified as a white male, 30 - 40 years old with a bald head and no facial hair, solicitated a child in the area. The male subject pulled to the curb and asked the child if she wanted to see his dog. When seen by the child's parent and confronted, the male subject left the area. This is the second call in this area in the last two days. On 3/10/2008, the Murrieta Police Department investigated a similar incident at 1546 hours near Willow Crest and Date. Willow Crest and Date is approximately 1 mile from Torrey Pines and Saint Michel. In the second incident, a white male, 30 - 40 years old with a grey beanie and no facial hair, drove up to a child and asked the child to get into his car. The child ran home and reported the incident to his parents. Tuesday, March 11. 2008Murrieta - Thompson Middle School Advisory - Child Annoyance
Buchanan Elementary and Warm Springs Middle School Principals are calling parents today to inform them about a child annoyance incident that occurred yesterday afternoon as a 5th grader was walking home from Buchanan The student was walking near Date St. and Wintercrest Rd. when a single white man, between 30 and 40 years old, called out to the boy and asked if he needed a ride.
The man was wearing a grey beanie and gray sweatshirt and he was parked in a late-model red 4-door Honda Civic. When the boy answered no, the man said, “Get in the car now!” The boy ran towards Warm Springs Middle School where there were several cars parked waiting for dismissal. When he saw the car drive off, the boy then ran home and his father reported the incident to administrators at Buchanan Elementary and to Murrieta Police Department who took a report. Parents are being asked to remind children to follow the following safety guidelines. Communicating these safety tips to children will help them know how to respond if they should encounter a similar situation. Mark Hoyt File Number: LA08068069 Details: On Saturday, March 8, 2008, at 2253 hours, Officers from La Quinta Police Department responded to possible gunshots heard in the desert area south of Calle Tecate and Avenida Ramirez (South Cove Area). Officers contacted Shawn Pickering, 18 years of La Quinta, Shane Perera, 18 years of Indio, Jessica Free, 18 years of Bermuda Dunes, and two juveniles out of Indio and La Quinta. Investigation revealed the teenagers were in the desert area and exploded dozens of plastic bottles filled with muriatic acid and tinfoil. Several bottles were located that still contained fluid and had not yet exploded. Riverside County Sheriff's Hazard Device Team (Bomb Team) along with California Fire Department responded to the scene and assisted in defusing the illegal plastic bombs and collection of evidence. During the investigation it was learned the crime was video taped by the suspects. It was also learned the suspects had seen how to make these potentially life threatening bombs by observing videos off the Internet site, YOUTUBE. Fortunately no one was hurt during this incident. Riverside County Sheriff's Department and the La Quinta Police Department want to advised anyone who is contemplating making these types of explosive devices to be aware these types of bombs can cause life threatening injuries, and is a felony to possess or explode such an explosive device. Ken Paulson File Number: MV08061065 Update, 3/9/08: Today, Sunday, March 9, 2008, after an extensive investigation, Moreno Valley Police investigators arrested a 13-year-old juvenile from Moreno Valley in connection with this case. Investigators believe the juvenile entered the couple's apartment, beat the victims unconscious with a blunt object, raped the unconscious female victim, took property from the apartment, and stole the victim's car. The car was recovered two days later. The victims remain hospitalized. The juvenile was booked at Riverside Juvenile Hall. Original press release, 3/1/08: On Saturday, March 01, 2008, at 8:12AM, Moreno Valley police officers were dispatched to a 911 call in the 13900 block of Pride Lane. The caller reported that his neighbors were unconscious inside their apartment. A responding police officer arrived at the location three minutes later and found the couple, a man and a woman, inside their bedroom. The victims were unconscious and both suffering from massive head injuries. They were taken by ambulance to an area hospital for emergency treatment. Moreno Valley Police detectives were called to the scene to investigate. Detectives learned that, during the wee hours of March 1st, intruders entered the victims' apartment and confronted them inside their bedroom. The intruders demanded money before beating the victims with blunt objects. The victims' children were inside the apartment during the attack, but they were not injured. One Dead in Old Town Temecula Shooting

Location of Incident: Main St. x Front St., City of Temecula Reporting Officer: Dep. Craig Roberts File Number: TE08068217 Details: At 7:20 PM, March 8, 2008, Officer's from the Temecula Police Department responded to the 42000 block of Main St. reference an assault with a deadly weapon call. Upon arrival, officers contacted several subjects. Two of the subjects suffered apparent gunshot wounds and were treated at the scene by emergency personnel. The two subjects were later transported to a local area hospital were one of the subjects succumbed to his injuries. It was later determined an off duty Costa Mesa police department officer shot the two subjects during an altercation that originated in one of the local area restaurants. The officer sustained non-life threatening injuries during the altercation and was also treated for his injuries at a local area hospital. The names of the individuals will not be released at this time due to an ongoing investigation and notification to next of kin. The name of the Costa Mesa Police officer will not be released at this time. Saturday, March 8. 2008Cruelty to Animals / Assault with a Deadly Weapon - Indio Station
Details: On Thursday, March 06, 2008 at about 2:18 p.m., Deputies from the Indio Station were dispatched to the 63000 block of Landon Lane, Thermal, inside the Torres Martinez Indian Reservation, reference a Cruelty to Animals call.
Upon arrival, deputies located one dead dog and three injured dogs. All dogs appear to have been shot. The dogs' owner, victim, took care of the animals' care and medical needs. The investigation revealed the suspect and the victim have an ongoing dispute over the victim's dogs attacking residents in the area. Witnesses stated the suspect went to the location at about 1:45 p.m. and shot the four dogs with a .22 caliber rifle. One witness saw the suspect shoot one of the dogs and confronted him. The witness claims the suspect then pointed the rifle at him and said: "I'll kill all those dogs." The witness was not injured. The suspect was identified as Isaac Mireles, 30 years, residing a couple homes from the location. Deputies were not able to locate Mireles at his residence, nor a weapon used to shoot the dogs. Mireles is considered armed and dangerous. This investigation is continuing and anyone with information reference this incident or the whereabouts of Mireles is urged to contact the Indio Station at 760-863-8990 or 760-836-3215 ext. 5 after regular business hours. Home Invasion/Robbery - Cabazon Station
Details: On Friday, March 07, 2008 at about 2:40 p.m., deputies from the Cabazon Sheriff's Station responded to the 22500 block of Park Mead in the unincorporated area of North Palm Springs, in response to a Home Invasion Robbery call.
The investigation revealed two males went to the location and knocked on the front door of the residence. When a resident opened the door, the two males pointed a firearm at the victim and forced their way into the residence. The suspects took property, including a firearm, during the robbery. The suspects fled in a small dark colored hatchback vehicle. No one was physically injured during the robbery. The two suspects are unknown to the victims and they are still at large. This investigation is ongoing and anyone with information reference this robbery is urged to contact the Cabazon Sheriff's Station at 951-922-7100. The reporting party and witness reported the male was attempting to drive away from the location, and was stopped and detained by arriving officers. During the investigation, officers found electronic equipment inside the vehicle of the detained subject. The equipment in question was later identified by the owner’s and returned. Jonathan Chavez (18 years old) from Murrieta, CA, was arrested for burglary, possession of stolen property and burglary tools. This arrest exemplifies the partnership between the citizen’s of Murrieta and the Murrieta Police Department. Without the assistance of our citizens, crimes as this would go unsolved

Riverside County Central Homicide Unit - Officer Involved Shooting
On Wednesday, 03-05-08, about 2334 hours, an officer from the Indian Wells Police Department observed a black pickup truck driving recklessly in the area of Highway 111 and Mountain Cove, in Indian Wells. The officer suspected the driver was driving under the influence and attempted to stop the truck. The driver of the truck, later identified as Paul Jamison, refused to yield and was pursued through the communities of Indian Wells, La Quinta, Indio and Cathedral City.
Officers from the California Highway Patrol and deputies from the Riverside County Sheriff's Palm Desert Station assisted in the pursuit. The pursuit ended when the pickup truck collided with a parked car in the 28000 block of Landau Blvd. As the officers attempted to contact Jamison, he reversed the truck and accelerated toward the pursuing officers colliding with one of the Sheriff's patrol car. A deputy from the Palm Desert Station fired his pistol at the truck. Jamison was not injured by the gunfire and was taken into custody for evading, assaulting a police officer, and violation of parole. Investigators from the Palm Desert Station, the Sheriff's Central Homicide Unit, and the Sheriff's Professional Standards Division were called to the scene and assumed the investigation. Consistent with Sheriff's Department policy the involved deputy was placed on paid administrative leave. Thursday, March 6. 2008Temecula DUI Checkpoint
The Temecula Police Department will be conducting a DUI checkpoint on March 14, 2008 from 8:00 PM to 3:00 AM at an undisclosed location in the City. The purpose of this checkpoint will be to check for impaired drivers and check driver's license status.
Funding for this program is provided by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration. The California Office of Traffic Safety and Temecula Police also want to remind you that if you choose to drink alcoholic beverages, please designate a sober driver before getting into a vehicle. Cowper Joins Winemaking Team at Wilson Creek
Veteran winemaker Etienne Cowper has joined the winemaking team at Wilson Creek Winery. Cowper has been making award winning wines for the past 25 years. He spent 16 years at Mount Palomar Winery. He also worked at La Vina Winery in New Mexico and collaborated with famous Napa Valley winemaker, Jed Steel from Kendall Jackson Winery. Throughout his career, he has let the grapes do all the talking. “Great wine begins in the vineyard, but I have the opportunity to perfect it in the lab,” explains Cowper.
“I don’t like to add too much to the grapes, only enough to bring out the personality of the juice to produce an enjoyable wine.” Cowper will work closely with co-winemaker, Mike Calabro. “With Etienne’s wealth of knowledge and uncompromising reputation as the Temecula Valley’s premiere winemaker, he will definitely elevate our wine to the next level,” says Bill Wilson, general manager and co-owner of Wilson Creek. Cowper says he is looking forward to working in the winery’s new production facility when it is completed next year. It will allow us to treat the grapes more gently, using the ‘delestage method’ of turning the grapes, and will result in more flavorful red wine, he said.
